The RBH LSET out of hours telephone service means we can
immediately deal with breaches of injunctions where a power of
arrest has been attached.
About Us
RBH legal Services and Enforcement Team (RBH
LSET) is unique in being the first ALMO in-house legal
resource.
RBH LSET has built up an extensive body of
applied expertise providing advice, assistance and representation
since the inception of RBH.
The team prides itself on delivering
effective, immediate results for its clients. It combines legal
knowledge and skills with investigation and expertise. The latter
adds value in our day to day activities and also gives strategic
input to our legal services. This reinforces our understanding of
the ALMO model and the wider social housing sector.

RBH LSET Team
Jonathan Walton – Head of Legal Service
and Enforcement Team
Jonathan has been with RBH LSET since its
inception in 2002. He has managed the enforcement team since 2005
and the whole service since 2009. He was instrumental in
shaping the service, developing its policies and protocols and
developing the cross-tenure service delivered on behalf of RMBC and
GMP.

Legal Team: Janet Witkowski - Senior
Solicitor
Janet qualified in October 1990 having
completed her training in private practice. She remained for a
further year post qualification dealing with the wide range of
legal issues covered by a high street legal practice. Janet joined
Stockport Council in 1991 working on a wide range of general
litigation including prosecutions and in 1995 was promoted to
Senior Solicitor with supervisory responsibility for the litigation
team. In August 2004 Janet moved to the Information Commissioners
Office as Principal Solicitor where she was in charge of the
contentious team dealing with data protection and freedom of
information. She joined RBH as Legal Team Manager in January 2008
where she is a member of the senior management team. She advises on
the full range of activity of RBH and is Company Secretary to
Brighter Horizons, RBH’s subsidiary.
Naheed Kauser - Senior
Solicitor
Naheed qualified in January 2000. Following
completion of her training contract with Harehills and Chapeltown
Law Centre and Leeds City Council she has remained in Local
Government. Naheed has been with RBH since 2002 and has developed
an expertise in housing law. In May 2006 she was appointed to the
role of Senior Solicitor and was instrumental in developing RBH's
SLA with Bowlee Park Housing Association
Lizbeth Alasvand -
Solicitor
Lizbeth qualified in February 2003 having
completed her training contract in private practice. She joined RBH
in January 2003 and has become a competent and experienced housing
lawyer specialising in all public sector landlord and tenant
issues. Lizbeth also acts as the Company Secretary to the RBH Board
and has done so since 2006, she works closely with the Governance
Manager to ensure that the Company and the Board comply with the
Companies Act and to promote good governance and the personal
development of the Board Members.
