Tenant Participation Compact - Tenant Participation Compacts Working Group - Terms of reference and procedural guidance for the conduct of meetings
1 Aim of Working Group
1.1 To monitor the implementation of Tenant Participation Compacts and make recommendations for their further development across the Borough.
1.2 To consider other issues, that may be referred and of concern to tenants. These include the involvement of the Working Group in the Major Investment Programme Plan and its implementation, and acting as a formal part of wider consultation over matters affecting tenants and residents.
2 Membership
2.1 The Housing Portfolio Holder of Rochdale Council.
2.2 Two members representing the Housing and Social Services Overview and Scrutiny Committee of Rochdale Council.
2.3 Two representatives from the Board of Rochdale Boroughwide Housing.
2.4 Up to two tenants’ representatives nominated by the Tenants Association representatives of each of the five Area Boards of Rochdale Boroughwide Housing.
2.5 One tenant representative from RoFTRA's Board.
3 Chair
3.1 There will be two chairs that will alternate from meeting to meeting. One will be the Housing Portfolio Holder of Rochdale Council and the other nominated and elected by tenants’ representatives.
4 Servicing the Working Group
4.1 The working Group will be serviced by the Tenants’ Participation Unit and the Board Support Manager of Rochdale Boroughwide Housing.
4.2 Papers will normally be sent out on the Monday of the week preceding the meeting.
4.3 One staff representative from RoFTRA will be invited to attend all meetings in order to ensure close liaison and good communications with RoFTRA. This person would not be a voting member of the group.
5. Quorum
5.1 The Quorum shall be one third of the membership of the Working Group, as long as there is still a majority of tenants.
6. Work-programme
6.1 The work-programme for the year should be agreed at the first meeting in the year and reviewed as required.
7 Dates and times of meetings
7.1 Meetings will normally take place three weeks before the normal Board meetings of Rochdale Boroughwide Housing.
7.2.1 Meetings will normally start at 6.15pm and aim to finish no later than 8.15pm provided that if the committee resolve before 8.15pm, that in their opinion the remaining business can be completed by 9.00pm, the meeting may continue until that time but shall then terminate automatically whether or not the business of the Working Group has been completed.
