Home Choice - Allocations Policy (Summary)

16/17 Year Olds

Rochdale Council will not allocate secure housing to an applicant who is 16 or 17 unless he/she is in one of the following groups:

  1. Classed as homeless or threatened with homelessness, eligible for homeless assistance, in priority need and not intentionally homeless under the Housing Act 1996 (as amended by the Homelessness Act 2002).
  2. Vulnerable, or likely to be seriously prejudiced if accommodation is not offered and that the applicant has agreed a support package under the provisions of the Children Act 1989.
  3. Owed a duty to provide accommodation under the Children (leaving Care) Act 2001.
  4. Has a form of income sufficient to meet their housing costs and their everyday living costs.

If accepted as eligible for rehousing, normally a support package would need to be identified to assist the applicant in managing their home
