Equality and Diversity Policy - Race

RBH recognises that racism has a profound impact on the lives of tenants and residents of the borough. Negative assumptions about people based on their colour, accent, religion, dress, culture and ethnic origin create barriers which may prevent them from receiving appropriate housing services and accessing employment and training opportunities.

RBH will comply with the Race Relations Act 1976, Race Relations (Amendments) Act 2000, the Commission for Racial Equality (CRE) Code of Practice in Housing, CRE Equality Standards, and the CRE Code of Practice for Employment.

RBH will:

  • Ensure that the rehousing system does not discriminate against different sections of the community
  • Ensure that the particular needs of local communities are met by setting targets for lettings to black and minority ethnic (BME) applicants
  • Take positive steps to encourage applicants from under-represented groups to apply for tenancies and other services
  • Provide support to BME tenants moving to non-traditional areas
  • Seek to redress the under-representation of BME people through successful rehousing applications
  • Consult the Racial Equality Council, ethnic minority organisations (including those representing asylum seekers) and tenants to assess the needs of Black, Asian and other minority ethnic communities
  • Investigate and take appropriate action on all reported cases of racial harassment
  • Develop links with community organisations and other agencies to publicise our services to BME people
  • Ensure that translation and interpretation services are available to facilitate communication
  • Monitor service delivery by ethnic origin and report annually to the Board
  • Set targets for staff recruitment from BME communities

RBH will fully support the Council’s BME housing strategy to help meet the housing needs of the BME communities and use the BME housing strategy action plan to improve service delivery to BME communities.
