Equality Impact Assessment

Under the Race Relations (Amendment) Act 2000 and in line with the Requirements of the Equality Standard for Local Government we are required to complete an Equality Impact Assessment (EIA) for new and substantially amended policies.

RBH’s approach is to extend the impact assessment process across all 6 strands of diversity- to include race, gender (including gender identity), disability (and carers), religion/ belief, age and sexual orientation.

Our equality and diversity policy also covers all of these areas.

What is an equality impact assessment?

The aim of an equality impact assessment is to determine the extent of a policy’s differential impact upon specific groups of people and in turn whether that impact is adverse. ‘Specific groups’ include those that are known to experience a range of social, economic, health and legal inequalities.  Whilst there are a wide range of such groups RBH’s equality impact assessments will focus on those groups characterised by race, gender (including gender identity), disability (and carers), religion/ belief, age and sexual orientation.

The central tenet of an EIA is to ensure no policies institutionally discriminate and that there is no direct or indirect discrimination against any group.

If an EIA demonstrates that a policy has an adverse impact, the service area must consider alternatives, which more effectively achieve the promotion of equality of opportunity, or measures, which might be employed to mitigate the adverse impact.

Why carry out equality impact assessments?

By undertaking equality impact assessments we are able to:

  • Take into account the needs, experience and circumstances of those people who will (or may be) affected by ourservices
  • Identify the real and possible inequalities people will experience if we go ahead with new policies
  • Think about the other ways in which we can achieve the aims of our policy that will not lead to inequalities
  • Increase transparency in the things that we do and improve the confidence in the fairness of our policies
  • Develop better policy making procedures and services
  • Become more accountable to the people that we serve
